Bridgwater Town Council is seeking to commission an independent feasibility study into the former Penel Orlieu cinema site. The study will gather evidence and assess potential future options for the site, but no decisions have been made regarding acquisition, redevelopment or any further Council involvement.
At its Full Council meeting on 9 July 2026, councillors approved plans to commission an independent feasibility study to assess the opportunities and constraints associated with the site, which includes the former cinema, bingo hall and adjoining flats.
The funding to undertake this feasibility work was provided by the former Sedgemoor District Council and is held by Bridgwater Town Council in an earmarked reserve exclusively for this project. The funding can only be used for the feasibility study and is not available for any other Council purpose.
The Penel Orlieu buildings have been vacant for many years and continue to deteriorate. Despite being privately owned, the site occupies a key position in the heart of Bridgwater and has long been recognised as a significant town centre site.
The proposed study will provide an independent evidence base by examining the site’s condition, heritage value, planning constraints, potential future uses, likely costs and possible funding opportunities. The purpose of the study is to improve understanding of the site’s current position and future possibilities rather than to promote any specific redevelopment proposal.
In commissioning the study, Bridgwater Town Council recognises there are several challenges associated with the site. These include the fact that the Council does not own the property, there is currently no identified funding for any future redevelopment, and any compulsory purchase powers rest with Somerset Council.
Councillors believe the study will provide valuable information about the site’s constraints and opportunities. Any future decisions about the site would be subject to further consideration, funding availability and the involvement of other organisations and stakeholders.
Councillor Tim Mander, Chair of Bridgwater Town Council’s Amenities Committee said,
“The Penel Orlieu site is one of the most prominent and challenging locations in Bridgwater town centre. While the Town Council does not own the building and cannot make decisions about its future, we believe it is important to better understand the opportunities and challenges associated with the site.
“This feasibility study is simply about gathering information and establishing an independent evidence base. It will help us better understand the condition of the site, the challenges involved and what options might theoretically be available in the future.
“No decisions have been made about acquisition, redevelopment or investment, and commissioning this study does not commit the Council to any future project. At this stage, the Council’s role is limited to funding and overseeing the feasibility study so that informed discussions can take place in the future if appropriate.”
The commissioning of the study does not commit Bridgwater Town Council to acquiring the site, pursuing redevelopment, or undertaking any further expenditure.
